Consumers in developing countries may also benefit from international disciplines on SPS trade barriers if their own regulatory authorities are using such barriers inappropriately. Chapter 16 presents the results of a detailed survey on the SPS Agreement by Spencer Henson, Rupert Loader, Alan Swinbank, and Maury Bredahl. In contrast to chapter 15, their evidence suggests that developing countries have not, in fact, actively participated in the SPS Agreement. The failure of developing countries to participate even in SPS Committee meetings suggests that the workings of the Agreement will tend to be driven by the priorities of developed countries, and raises serious concerns about the ability of developing countries to benefit at all from the Agreement.

Relative to GDP, however, gains are largest in regions such as South Asia (apart from India) and Southeast Asia (apart from Indonesia). The impact on trade volumes is mixed, because lower tariffs raise volumes, while subsidy cuts reduce them. If production subsidies are not cut, the global gains fall to $60 billion, but trade volumes grow relatively more, and net food importers in the Middle East, North Africa, South Asia, and China are relatively better off. Despite its much larger aggregate size, a 40 percent liberalization of manufactures trade yields much the same as a similar liberalization of agriculture.

The ostensible purpose of S&D is to help developing countries to be more integrated into the WTO system, and to participate more fully in it, thus ensuring that they share the 12 Merlinda D.
